In Visual Studio 2013 (Premium), when I have a regular text file open (.txt), I cannot use VA's spell check feature on the file. This used to work in previous versions of VA and Visual Studio.

Apologies for this, new installs of VA are only active in C/C++ and C# by default, which includes the spell checker. You can change this, enabling the spell checker in txt files by editing a registry key, as explained here:
