The comments not showing is interesting. I don't always place comments at the end of a variable declaration, so hadn't noticed that. I have put in a bug report for this:

For VA Outline showing the body of the function with the where keyword, it turns out this has come up before, but not often. It only gets triggered when you do something fairly specific with the where keyword, but I am not quite sure of the exact required trigger, so it is nice to have another example of this to check:
