I just added a copy of a file to a C# project, renamed the class and file, saved it.
Doesnt appear in VA View until I reload the solution.

Is this a .NET Core project? Or a different type of C# project? It seems that it might matter.

It turns out that .NET Core projects use a different system of storing the details of the files in the project, which complicates things a bit:
