It seems like I can't change the signature of overloaded methods. Is this true, will this change in the future?

Unfortunately no, this isn't something that VA currently supports, but it is something we are looking to add support for:

case=2164

Since we don't compile code our understanding isn't always perfect, so we want to be sure we are correctly identifying the right overloads of a function before we start modifying just one overload. Which is why this isn't quite as simple as it seems like it should be for us.
