This is a minor bug, but the tip screen from VAX that starts up with VS2013, delays the project from loading and delays VAX/intellisense scanning.

For large projects, sometimes I open them up and go off to do other things while it opens up, so it would be handy if initialization and intellisense/VAX-scanning didn't have to wait for the tip screen to be clicked off.

We are considering to implement this at some point:

We had already tried to implement it once but ran into technical issues that time.
