I am running on a high res laptop, 3200 x 1800, I can adjust VS 2013 font size in the text editors to something I can read on my 13.3 monitor.

Anyway, you may get better results using the DPI setting of Windows.

Change Environment font so most VA fonts will be upscaled as well:

Tools -> Options... -> Environment -> Fonts and colors

Here, select "Environment Font" under "Show settings for", and change "Automatic" to a concrete font (e.g. "Arial"). Finally, double the value for font size and press OK to close the dialog.
