Clicking on the "learn more" link in the tips dialog does open the link in the MS Internet Explorer (not even Edge) instead of the system default browser as all the other links in VA do.

Probably because the dialog is using the default web browser control (which is IE by default) and clicking on a link in it be default uses IExplore.exe

Btw: the default IE context menu is also enabled on the content.
