The inability to watch static variables in the VC6 debugger on WinXP/Vista/Win7 is a known bug with those IDE/OS combinations. Your only reliable solution is to run VC6 on Win2000 (or move to a newer IDE). There was a kludgy processor pack solution at one point, but that is not compatible with VC6 service pack 6. There are several free virtualization environments you can use to spin up an instance of Windows 2000 on your existing machine:

Windows Virtual PC is only for Win7 hosts

Virtual PC 2007 will work with XP and Vista

VMWare Player runs on XP/Vista/Win7 (note that you are able to create as well as run virtual machines with Player -- once upon a time you could only run machines created by other VMWare products. Note also that Player is free for personal or non-commercial use only.)

The last post to that thread says:

Oh...
I found the problem.

and gives what looks like an answer. Have you tried the answers give in this thread?

It is unlikely VA will try and offer this feature, since this requires getting deeply involved with the debugger, which is outside our core area.

There is a reply at the end of the page you have linked to, and this appears to give an answer:
